This interpretation provides the terms for the Procurement Procedures Committee (PPC).

INTERPRETATION

  1. Purpose

The role of the PPC is to provide oversight and guidance in the administration, development, and maintenance of government-wide procurement procedures and to ensure consistency with corporate procurement regulations, policies, systems, standards and best practices.

  1. Authority

The Procurement Procedures Committee is established by the Deputy Minister of Finance in accordance with FAM Policy 705 – Procurement.

  1. Mandate

The mandate of the Procurement Procedures Committee is to:

  1. Oversee the ongoing development and maintenance of the GNWT Procurement Procedures Manual;
  1. Approve appropriate action on any procurement issues, deficiencies or inconsistencies in Departmental/Agency Procurement policies and procedures;
  1. Communicate government-wide procurement policies and procedures to the GNWT Deputy Minister Steering Committee or other Deputy Minister Committee as appropriate.
  1. Composition

The Procurement Procedures Committee shall include the following:

  • Members shall be at the Director level where possible;
  • The Comptroller General, Department of Finance as the chair;
  • Assistant Comptroller General, Department of Finance;
  • One designate from Procurement Shared Services, Department of Finance;
  • One designate from the department of Executive and Indigenous Affairs (EIA);
  • One designate from the Department of Infrastructure
  • One designate from the Northwest Territories Housing Corporation (NWTHC);
  • One designate from Industry, Tourism and Investment (ITI)
  • One designate from legal division with Justice
  • Other ad hoc members as required (subject to approval of the PPC)
  1. Quorum and Meetings
  1. Any five members of the Procurement Procedures Committee shall constitute a quorum including one from each of the named departments and the Chair.
  1. The Procurement Procedures Committee will meet as required.  
  1. Administrative Support

The Office of the Comptroller General shall provide administrative support to the Committee, including:

  • arranging for and organizing meetings;
  • preparing correspondence; and  
  • coordinating compilation of material required by the PPC.
  1. Technical Support
  • Technical Procurement Procedures support will be provided by Procurement Shared Services (PSS).
  • The Procurement Procedures Manual will be maintained on the PSS website.
