IB 705.03 Sole Source Authorization Form for Procurement of $25,000 or Greater

Applicability: GNWT Departments and Public Agencies
A Contract Authority may sole source a contract valued at $25,000 or greater, when it believes, on reasonable grounds, that:
- performance of the contract is urgently required, and delay would be injurious to the public interest;
- only one party is available and capable of performing the contract; or,
- the value of the contract will be less than:
- $100,000, in the case of a contract for architectural or engineering services, or
- $50,000, in the case of a contract for professional services other than architectural or engineering services.
Approval to sole source a contract valued at $25,000 or greater, will be subject to a limitation of 30% for any contract value increases. Contract value increases greater than 30% will require a new sole source authorization form for the contract, with justification explaining the need for the increased contract value.
