IB 705.03 Sole Source Authorization Form for Procurement of $25,000 or Greater

Applicability: GNWT Departments and Public Agencies

A Contract Authority may sole source a contract valued at $25,000 or greater, when it believes, on reasonable grounds, that:

  1. performance of the contract is urgently required, and delay would be injurious to the public interest; 
  2. only one party is available and capable of performing the contract; or,
  3. the value of the contract will be less than:
    1. $100,000, in the case of a contract for architectural or engineering services, or
    2. $50,000, in the case of a contract for professional services other than architectural or engineering services.

Approval to sole source a contract valued at $25,000 or greater, will be subject to a limitation of 30% for any contract value increases.  Contract value increases greater than 30% will require a new sole source authorization form for the contract, with justification explaining the need for the increased contract value.  

The value specified in each approved sole source authorization form shall serve as the basis for applying the 30% limitation.
