INTERPRETATION
Funding through a Grants and Contributions Program
Where a portion of a departmental/agency budget is allocated through an established grants or contributions program, the Minister responsible is to establish and publish a policy that outlines the following:
i) Statement of Purpose
- How does the program support the overall goals and objectives of the department?
- What are the goals and objectives of the program?
ii) Eligibility and Criteria for Approval
- Who is eligible to receive funding under the program? (Specify any conditions associated with eligibility.)
- What criteria and selection methodology will be used to approve eligible applicants?
iii) Supporting Data
- What information and supporting materials will be required from prospective applicants?
iv) Amount
- How will maximum amounts for each recipient be determined?
- What criteria will be used to determine priorities for funding if applications exceed available resources?
- What other constraints will be applied to determining available funding? (e.g., the need to allocate equitably among regions.)
v) Review, Approval and Appeal
- Who in the department reviews and approves applications for funding?
- Is there any appeal mechanism if applicants are not satisfied with how their application was processed?
Funding that is not through an Established Program
For any grants, contributions, or grants-in-kind not funded through an established program, the Minister of the department/agency initiating the transfer shall be responsible for establishing and publishing, for the information of all eligible transfer recipients, eligibility criteria for and recipient selection methodology if the program is to be ongoing. In cases where the contribution is a one-time payment, then documentation such as a Management Board Record of Decision or decision of a respective Public Agencies' board would suffice.
