POLICY
Funding may be provided to a person, other levels of government, Public Agency, non-government organization, and other third parties through block funding, one-time or on-going contributions under the following conditions:
- The purpose is consistent with the program for which the funding has been provided;
- The funding arrangement obligates the recipient to achieve stated objectives within specified timelines;
- In the case of an on-going contribution, the purpose and amount of funding is reviewed and revised, as necessary on an annual basis;
- Funding is providing in accordance with a written agreement that complies with terms or criteria established by the Comptroller General.
PURPOSE
To ensure that contributions are only issued when the required controls and accountability requirements have been satisfied.
SCOPE
This policy applies to all funds provided as a contribution in order to further the funder’s own objectives, consistent with the funder’s mandate, by assisting with the recipient’s costs with an appropriate level of accountability over program delivery and outcomes.
RESPONSIBILITIES
Deputy Head
Responsible for the application of appropriate criteria, terms and conditions, and appropriate accounting for contributions by the recipient, in accordance with the intended outcomes.
Comptroller General
May approve Interpretation Bulletins associated with this policy.
Financial Management Board
May issue a directive respecting the financial management or financial administration of a Public Agency.
