IB 735.01 Services to Individuals and Organizations

INTERPRETATION

The Government provides several categories of special services to individuals, organizations, and employees including but not necessarily limited to:

  • assistance programs, including grants, contributions, and loans;
  • health and social services, including medical care, hospitalization, and custody;
  • utility services, e.g., heating fuel;
  • property maintenance and inspection services; and,
  • accommodations, real property leases, and reserved parking.

Fees must be charged in accordance with the approved fees schedule.

For repayable assistance and fees, program managers are to ensure:

  • the issue and repayment terms are standardized and applied consistently;
  • the form and content of agreements for the repayment of repayable assistance and the payment terms for fees for other special services are authorized;
  • where appropriate credit is granted and controlled; and,
  • invoices are promptly issued and receipts and receivables are properly recorded.

Real Property Leases and Rentals (Government is Lessor)

All new standard lease and rental agreements are to be submitted to the Officer of the Comptroller General and the Department of Justice for review and approval.

All lease and rental rates must be reviewed regularly to ensure that rates are appropriate.
