9. Standing Offer Agreements

The GNWT has updated the Construction Bid and Contract Security limits. These changes are effective September 10, 2024 and are for construction contracts only. The updated requirements can be found here.

A Standing Offer Agreement (SOA) is an offer from a vendor to supply goods and/or services at pre-arranged prices and under the terms and conditions stated in the SOA.

The GNWT establishes Standing Offer Agreements for commonly used services and products that may be used by all departments and agencies of the GNWT.

Standing Offer Agreements are not contracts. They are pricing agreements that the government makes with suppliers or contractors covering anticipated requirements over a defined period of time. They may be used in contracting for goods, services and/or maintenance. There is no legal obligation incurred by the GNWT.  A new individual contract is made each time a new purchase is ordered or released under a Standing Offer Agreement.
