The GNWT is changing its requirements for bid security and contract security. These changes are for construction contracts only and are effective July 15, 2023. More information on these changes can be found here.
A Standing Offer Agreement (SOA) is an offer from a vendor to supply goods and/or services at pre-arranged prices and under the terms and conditions stated in the SOA.
The GNWT establishes Standing Offer Agreements for commonly used services and products that may be used by all departments and agencies of the GNWT.
Standing Offer Agreements are not contracts. They are pricing agreements that the government makes with suppliers or contractors covering anticipated requirements over a defined period of time. They may be used in contracting for goods, services and/or maintenance. There is no legal obligation incurred by the GNWT. A new individual contract is made each time a new purchase is ordered or released under a Standing Offer Agreement.
The current listing of SOAs is available online.
Vendors and contractors interested in providing goods and services under an SOA should check the Contract Event Opportunities Webpage for Standing Offer Agreement opportunities.
