INTERPRETATION

Cardholders

  • Public officers are permitted to use a corporate credit card where the nature of their job responsibilities requires it. The authority to use the credit card does not remove the need for expenditure authority in advance of any purchase.
  • No single purchase transaction may exceed the $10,000 per transaction or the $50,000 monthly credit limit unless pre-approved by the Department Director of Finance (or equivalent) and Assistant Comptroller General or delegate.
  • Public officers shall safeguard corporate credit cards under their responsibility.
  • Cardholders shall not personally accumulate benefit points from vendors and/or receive a real or perceived personal benefit from their purchases.
  • Each credit cardholder shall verify the transactions and charges on their monthly activity statements. Original receipts must always be obtained and retained to justify charges that relate to approved purchases.
  • A corporate credit card may be used to obtain cash with the pre-approval of the Comptroller General or their delegate for international travel only and with specific restrictions.

Departments

  • Ensure the employee’s specimen signature record is appropriately completed and that the Cardholder Terms and Conditions and the card itself are signed before it is distributed to the employee.
  • Use of a corporate credit card for an inter-agency transaction may only be applied when reasonable and suitable, according to the circumstance.
