POLICY

Honoraria shall be paid to members of public boards (commonly referred to as boards, agencies, authorities, committees, and councils) in accordance with the classification of boards established by the Executive Council, and individuals who are publicly appointed or authorized through ministerial, executive or legislative authority to perform a specific public service.

PURPOSE

To establish the circumstances under which honoraria may be paid.

SCOPE

This policy applies to honoraria paid to members of all public boards and appointed individuals with the exception of:

  • Excluded boards, which establish their respective board honoraria in accordance with their legislation;
  • Excluded individuals, as provided for in legislation that addresses their appointment and remuneration; and
  • Public service employees (unless they are serving in a private capacity on their own time and are officially off-duty in attending board functions).

RESPONSIBILITIES

Deputy Head

Establish the criteria used to determine the levels of honoraria entitlements for appointed individuals or board members in accordance with the classification of the board and within the rates approved by the Financial Management Board.

Minister

Approve responsibilities of individual appointees and exceptions to honoraria payments; may set honoraria rates for certain boards as provided in legislation applicable to that board.

Office of the Comptroller General

May approve Interpretation Bulletins associated with this policy.

Financial Management Board

Establish and approve changes to honoraria rates, unless authority to set honoraria rates for a particular board are established in legislation applicable to that board; may issue a directive respecting the financial management or financial administration of a Public Agency.

Executive Council

Approve the initial establishment and classification of boards and changes thereto; approve guidelines and policies concerning boards.
