POLICY          

All information systems that generate or support financial transactions, including enhancements to financial transaction capability, must be approved by the Comptroller General in advance of procurement and again prior to activation (go live).

PURPOSE             

This policy ensures that systems which generate or support financial transactions, including storage of documents that support financial transactions;

  • Comply with applicable accounting standards and reporting requirements;
  • Contain sufficient internal controls; and
  • Align with best practices.

SCOPE

This policy applies to all systems that generate or support financial transactions, regardless of whether they generate a cash disbursement or directly interface with a central financial information system.

RESPONSIBILITIES

Deputy Heads

Ensure that no project with the functionality described above proceeds without the express authorization of the Comptroller General.

Comptroller General

Establish and maintain systems and procedures to ensure the integrity of financial records and accounting systems; may approve any Interpretation Bulletins associated with this policy.

Minister of Finance

Monitor the financial management systems of GNWT Departments to ensure consistency with approved financial management policies and procedures.

Financial Management Board

May issue a directive respecting the financial management or financial administration of a Public Agency.
