INTERPRETATION
Recoverable advances are provided through the Guaranteed Fur Advance Program (FAP) to assist trappers to dispose of their furs at southern auction houses. The FAP provides eligible individuals with repayable advances of 75 per cent of the approved value of the fur being shipped.
Payment of the advances is to be made by means of cheques on the Fur Appraisal and Promissory Note Form issued by Wildlife Officers (or another authorized official), against a special Revolving Fund bank account maintained by the Comptroller General. Any recoveries must also be accounted for under this account.
No cheque in excess of $3000 shall be issued. Where the amount of the advance exceeds $3,000, two or more cheques may be prepared.
All officers authorized to issue cheques under FAP shall be designated by the Comptroller General and covered by a Fidelity Bond arranged by the Comptroller General.
The authority to appraise the value of the furs being shipped is vested in the local Wildlife Officer or other appointed official.
Control
Fur Appraisal and Promissory Note forms are pre-numbered accountable forms and must be kept secure at all times.
The Deputy Minister, Department of Environment and Natural Resources (ENR) must inform the Comptroller General of all transfers and terminations of any officers authorized to issue cheques under FAP.
The Comptroller General shall advise the Deputy Minister, ENR of any overdue accounts requiring recovery action.
