Applicability: GNWT Departments and Public Agencies
POLICY
Where a GNWT Department or Public Agency is the lessor (owner) of public assets, all new or amended standard lease and rental agreement templates shall be submitted to the Comptroller General, or delegate and to the Department of Justice for review and approval.
PURPOSE
To reduce the risk of loss to the organization as a result of leasing or renting public assets to third parties.
SCOPE
Applies to all new or amended standard lease and rental agreements.
RESPONSIBILITIES
Deputy Head
Ensure the use of approved templates for leasing and renting of public assets; ensure that internal controls are in place to ensure that any previously approved templates are reviewed and assessed on a regular basis; ensure that lease and rental rates are reviewed periodically or upon renewal, as appropriate.
Comptroller General
May approve interpretation bulletins associated with this policy.
Financial Management Board (FMB)
May issue a directive respecting the financial management or financial administration of a Public Agency.
