Staffing Review Officers
The Minister of Finance for the Government of the Northwest Territories is seeking members of the public to submit expressions of interest for an appointment as a Staffing Review Officer serving the Northwest Territories. Staffing Review Officers are appointed by the Minister Responsible for the Public Service, pursuant to the Public Service Act and the Staffing Appeals Regulations, to provide independent reviews of appeals to staffing competitions completed by the Government of the Northwest Territories.
Staffing Review Officers provide independent reviews of the application of applicable legislation, regulations, policies, directives, and procedural guidelines to the staffing competition process, ensuring procedural fairness in government staffing actions and in the appeal process. Staffing Review Officers make initial determinations as to jurisdiction and conduct hearings to determine whether the appeal should be granted or denied. To be considered for this opportunity, candidates should possess the following qualifications:
- demonstrated experience interpreting legislation, policies and guidelines;
- experience respecting mediation or arbitration;
- demonstrated investigative and interview skills; and
- demonstrated experience in administrative proceedings.
In addition, candidates should be:
- able to fluently communicate (orally and in writing) in English; and
- a resident of the Northwest Territories.
A person is not eligible to be appointed as a Staffing Review Officer if they are a member of the public service of the Northwest Territories or a member or employee of the Union of Northern Workers or a member or employee of the Northwest Territories Teachers’ Association.
Staffing Review Officers are paid a fee in respect of the performance of their function on an appeal: $1,000 if the number of appellants is four or less, or $1,200 if the number of appellants is more than four. Reimbursement is provided for travel and other expenses.
The term of the appointment is three (3) years in length.
Priority will be given to Indigenous candidates. Proof of status may be required.
