Changes were made to correct formatting errors and to add the Government Contract Regulations’ definitions for “bidder” and “tender” for consistency, clarity and ease of reference. The changes are non-substantive in nature and should not require formal approval from the Comptroller General.

Approval of this Policy is within the scope of powers and duties entrusted to the Comptroller General in accordance with Section 12(2) of the Financial Administration Act and FAM Policy 1042, Directive 4.4..
