This Policy was revised to align directives with PSAB revenue recognition standards, to
remove any redundant or inconsistent practices, for clarity and formatting consistency with
Financial Administration Manual (FAM) 1040.

The requirement for Comptroller General and Legal approval was changed to classes and nonstandard
Revenue Agency contracts rather than for every individual contract In addition, Legal
Review is not necessary subject to FAM 2812 and 3561.

This Policy establishes directives that must be adhered to when departments and public
agencies organize and sponsor or enter into external collaborative arrangements for special
events.

Approval of this Policy is within the scope of powers and duties entrusted to the
Comptroller General in accordance with Section 12(2) of the Financial Administration Act and
FAM Policy 1042, Directive 4.4.
