About the board

Established under section 2 of the Liquor Act, the Northwest Territories Liquor Licensing Board (the Board) is a regulatory and quasi-judicial administrative tribunal that is independent from government. The Board administers several parts of the Liquor Act and the Liquor Regulations, including the issuance of liquor licences and permits. The Board also holds hearings whenever a charge is laid against a licence or permit holder and has the same powers, rights and privileges as the Supreme Court for the trial of civil matters.

The Board is responsible for administering the sections of the Liquor Act and Liquor Regulations regarding:

• issuance and renewal of all liquor licences;
• issuance of special occasion permits and special purpose permits; and
• conducting quasi-judicial compliance hearings of alleged violations of liquor legislation by licence holders and imposing penalties in cases of non-compliance.

Board composition

The Minister responsible (Minister of Finance) shall appoint not more than nine Members to the Board. The Minister must designate a Chairperson and Vice-Chairperson from the Members. Members function on an ad hoc basis dependent on liquor application and compliance hearing requirements.The Board holds administrative meetings and compliance hearings throughout the year, and travel can be required to attend hearings across the Northwest Territories.

Candidates must 

• be free of any associations--professional or personal--with liquor manufacturers and/or licence holders within the NWT; and
• must not be a GNWT employee.

Competencies/skills

Board members should have:

• a minimum of three years administrative tribunal experience;
• ability to understand statutes and regulations;
• advanced communications skills (oral and written);
• ability to use computer-based communications;
• basic training in administrative justice;
• understanding of adjudicative processes;
• ability to effectively and collaboratively participate in panel deliberations and discussions; and
• an understanding of, and sensitivity to, territorial liquor issues.

Individuals who have an interest in – or are engaged in – any business or undertaking dealing in liquor are ineligible to be appointed to the Board. The successful candidate will be required to submit a clear criminal record check from the RCMP.
