- Welcome all present to this Hearing of Application and introduce today's panel & Hearing Clerk
- Identify the application before the Board at this public hearing and ask Board Members if there is any conflict of interest.
- Articulate process to be followed at today's hearing:
Before we begin, I would like to remind the applicant and the members of the public that the LLB is a quasi-judicial board which gets its authority from the Liquor Act. Anyone who cannot abide by the rules that are about to be outlined, or who cannot abide by the directions given by the Chair will be asked to leave the hearing.- The Applicant will be asked to speak to the application before the Board
- Board members will be allowed to ask questions of the applicant.
- Members of the public who wish to speak for or against the application must sign up with the Hearing Clerk. Members of the public will each be given 10 minutes to speak - I will ask you to address the Board, not the applicant. Begin your presentation by identifying who you are and spelling your last name (for the record)
- Board members will be allowed (5 minutes) to ask questions of each presenter.
- Once all presenters have finished, the applicant will be given the last word (10 to 15 minutes to address the Board) and speak to any issues or concerns raised by the presenters or to Board questions that have come up during the hearing
- The Board will then deliberate in private and once they have made their decision, we will reconvene, and the Board will render its decision. Once a decision of the Board has been announced, the decision is final and the hearing is closed. Once a decision is rendered, there is no further discussion on the matter and everyone will be asked to leave.
- Is the Applicant present? Would you like to speak to the application?
- Is there any member of the public that would like to speak to the application (for or against)?
{Continue until everyone who wants to speak has a chance to speak} - Would the applicant like to conduct a final address to the Board on any matters that have been raised during this hearing?
- Board deliberates on a decision.
- Board reconvenes hearing and renders its decision, and the Hearing is closed
If so: Advise people at public hearing that the Board will be visiting the site and anyone who wants to can come along.
Ask them to tell the Board now what you would want us to look at while we are there visiting the site?
TO BE FAIR, we do not want to hear any submissions from anyone while we are on the site, but the board, through the Chair, may want to ask pertinent questions to clarify something that the Board sees while visiting the site
TO BE FAIR, "No unsolicited commentary to the Board" but you can answer a (clarifying) question if the Chair poses one to you.
