LIQUOR ACT REVIEW 2005
Introduction
In January 2005, the Government of the Northwest Territories commissioned the Liquor Act Review to identify how the existing NWT Liquor Act could be more effective, balanced, and consistent with the priorities of NWT residents. The results of the Liquor Act Review were used to shape the new Liquor Act and regulations.
Process
The Liquor Act Review included:
- Cross-Jurisdiction Review - Liquor legislation from each Canadian jurisdiction was reviewed in detail.
- Document Review - The Liquor Act Review examined legislative reviews from other jurisdictions, as well as research studies and other documentation related to liquor control and liquor use.
- Administrative Consultation - Interviews were conducted with those who administer or work with the Liquor Act to get an operational perspective.
- Public Consultation - The most extensive component of data collection involved public consultation.
Consultation
Public meetings were held in 9 NWT communities. These communities represented a variety of circumstances including population size, presence of liquor stores and/or licensed establishments, and liquor status. In addition, funding was provided so that outlying communities were able to send two representatives to attend the nearest consultation session.
