POLICY
The Informatics Policy Council (IPC), established by the Financial Management Board, shall provide assurance that the GNWT’s Information Management and Technology (IM&T) function is managed in accordance with the applicable plans, strategies and policies.

PURPOSE

To ensure that:

  • IM&T investment decisions are technically and fiscally sound, business-driven, consultative, maintain the security of information and incorporate a balanced approach, recognizing both departmental and corporate requirements; and
  • GNWT Departments and Public Agencies understand the responsibilities associated with the implementation and operationalization of the IM&T governance framework.

SCOPE

Applies to all GNWT Departments and any other entities that are within the GNWT’s data network. 

RESPONSIBILITIES

Deputy Head

Responsible for adhering to and operationalizing IPC policies and strategies within their own environment and for participating (or having representative participation through their governing department) on the advisory committees which support the IM&T governance framework.

Comptroller General 

Review and approve all IM&T proposals which have a financial system component, to ensure they are in keeping with the financial accounting standards and systems of government.

Office of the Chief Information Officer

Lead the development and implementation of the IM&T governance framework; may approve Interpretation Bulletins associated with this policy.

Financial Management Board

Approves the IPC Terms of Reference, the IM&T Strategy, and any associated investments (capital and operations) proposed by the IPC; may issue a directive respecting the financial management or financial administration of a Public Agency.
